Interface for loading agents to the ADK Web Server.

The central interface for loading what the ADK web server serves: apps, agents and workflows, each as an App keyed by its app name. Supersedes AgentLoader. Implementations must be safe for concurrent calls.

An AppLoader serving a fixed set of apps, each under its App.appName. Construction throws IllegalArgumentException if two apps share a name.

An AgentLoader serving a fixed set of agents, each under its own name.

An AgentLoader serving one agent, under its own name only.
